10541. Reckitt and UN Women to create economic opportunities for women in India
- Reckitt and UN Women have come together to create economic opportunities for women in the health, hygiene and sanitation sectors with a commitment to promote gender equality, diversity and inclusion as well as the incorporation of the highest standards of governance.
- A Memorandum of Understanding was signed by Susan Ferguson, Country Representative, UN Women India and Gaurav Jain, Senior Vice President, South Asia, Reckitt.
- Gaurav Jain, Senior Vice President, South Asia at Reckitt said, "This partnership aims to equip women with life skills like decision-making, and entrepreneurial opportunities in the health, hygiene and sanitation sectors. Together, with UN women, we share the common goal of addressing the educational imbalance, gender inequality, and hygiene for all."
- Reckitt has introduced several initiatives in marginalized districts of India that the government has categorized as "aspirational" and deserving of particular support.
- The initiatives cover areas of hygiene, health and sanitation for women including its support for the Harpic World Toilet College, Dettol Hygiene Impact Bonds as well Dettol Banega Swasth India (India for Health) initiative and Harpic Mission Paani.
- UN Women, including under its EU-funded WeEmpower Asia Programme, has increased access to financing and markets for more than 2,000 women entrepreneurs in micro, small and medium enterprises. By providing training and mentoring through its programmes, UN Women improves their business skills and uptake of sustainable technology solutions in some of the poorest districts in the country.

10542. New IT Rules ensure online safety and dignity of women users: Centre tells Delhi HC
- The Centre has told the Delhi High Court that the new information technology rules ensure online safety and dignity of women users and give a framework to deal with content, including fake content, which results in heinous crimes.
- The center said that there was a growing concern regarding the safety and security of users, on the internet and the same had also been flagged by the supreme court which asked it to ‘frame necessary guidelines to eliminate child pornography, rape and gang rape imageries, videos and sites in content hosting platforms and other applications.’
- The Ministry of Electronics and Information Technology submitted an affidavit filed in a petition challenging the IT rules on the ground they are unconstitutional and antithetical to the fundamental principles of democracy.
- The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which were notified in February, imposes several obligations on online entities including an obligation to take down contentious content quicker, appoint grievance redressal officers and assist in investigations.
- Defending the legality of the rules, the Centre stated that the IT rules empower the ‘ordinary users’ of social media digital platforms and make intermediaries, including the social media intermediaries, accountable.
- It said the rules provide a ‘set of checks and balances’ for the removal of unlawful content and information on the internet.
- Under the new rules, intermediaries shall remove or disable access within 24 hours of receipt of complaints of contents that exposes the private areas of individuals, show such individuals in full or partial nudity or a sexual act or is in the nature of impersonation including morphed images etc.
- There is provision for direct requests for the content takedown in specific cases of content related to breach of bodily privacy, impersonation, morphed imagery etc.
- The new rules are in ‘legitimate state interest’ of curbing the menace of fake news and offences concerning national security and public order as well as women and children.

10543. Union government scheme to create 200 fish product entrepreneurs in Karaikal
- The Puducherry government and the Karaikal adminstration have planned to create 200 entrepreneurs in fish-based micro food processing industry under the Central scheme 'One District, One Product'. The scheme aims to boost indigenous products manufactured by MSMSEs and self-help-groups (SHGs). For Karaikal, it has identified 'fish' through which it aims to produce value-added products such as 'ready-to-cook' dry fish, fish pasta, fish noodles, and 'ready-to-eat' snacks.
- The Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC), the nodal authority of the Puducherry government, has coordinated with Pandit Jawaharlal Nehru College of Agriculture and Research Institute (PAJANCOA & RI) and Rural Development Department in Karaikal in implementing the scheme.
- The beneficiaries would be given hands-on training by experts and a loan of up to Rs 10 lakh to start the business. The Union Ministry would also provide them a subsidy of 35 per cent with a maximum of Rs 3.5 lakh through PIPDIC.
- The primary beneficiaries of the 'One District, One Product' initiative in Karaikal's rural areas are the self-help groups (SHGs) registered with the Block Development Office of Rural Development Department under National Rural Livelihood Mission. 30 applications have been received so far, and 17 of them have been sanctioned. The rest are under process.

10544. Frontier Markets Partners With Govt of UP to Promote Rural Women Entrepreneurship
- Uttar Pradesh State Rural Livelihood Mission (UPSRLM) signed a Memorandum of Understanding (MoU) with Rajasthan based social commerce startup Frontier Markets to support rural women with livelihood and income generation.
- The partnership will focus on institution and capacity building with technical and implementation support to promote women entrepreneurship, accelerate financial independence through job creation at scale and facilitating door-step delivery of rural friendly products and services.
- The partnership also aims to onboard 2000 rural women as Frontier Markets Sahelis with Self Help Groups (SHGs) and train them to leverage technology and generate an income of 50K - 60K per annum. Leveraging Banking Correspondent Sakhi (BCs), the organic part of the SHGs trained in conducting financial transactions will be trained to generate sales leads and data collection.
- These tech-savvy women entrepreneurs will also support the implementation of government's schemes and programs in the catchment areas.
- The mission is to onboard 1 million sahelis. With its gender and digital inclusive approach, Frontier Markets is known to amplify the voices of rural India, by leveraging customer insights to serve the evolving needs of rural customers while, also, creating economic gains for women in the same communities.
- Under this partnership with UPSRLM, the two parties will partner with SHGs and NGOs to build the capacity of the Sahelis through workshops and provide them with insights into the world of marketing, sales, digital tools, products and communication skills to empower them as financially independent entrepreneurs.

10545. Govt to finance 2 lakh entrepreneurs under self-employment schemes: LG
- Lieutenant Governor Manoj Sinha has set the target of two lakh cases for the UT administration for sanctioning and financing under self employment schemes.
- He issued directions for the skill development department to utilize cutting edge technology to fulfill the real time needs of the Industry.
- The Lt Governor said that SC, ST, OBC and women entrepreneurs should be given special focus in the self-employment schemes.
- He further asked the DCs to ensure the saturation of social security schemes and basic amenities, especially in far-flung and border areas.

10546. Nirani promises Govt aid to women entrepreneurs to flourish
- Emphasizing government’s active role in pushing women entrepreneurship in Karnataka, Large and Medium Industries Minister Murugesh R Nirani promised to extend all the possible assistance to encourage and promote women entrepreneurs in the state including concession for women from weaker sections.
- Addressing the women entrepreneurs during 38th anniversary and award ceremony of Association of Women Entrepreneurs of Karnataka (AWAKE) in Bengaluru, he said women-owned enterprises are growing significantly leading to their economic empowerment.
- “Today India has 13.5 to 15.7 million women-owned enterprises, representing 20% of all enterprises. Accelerating quantity and quality of entrepreneurship towards such benchmarks can create over 30 million women-owned enterprises, of which 40% can be more than self-employment. Women entrepreneurs inspire other women to start businesses leading to more job creation for women,” Nirani said.
- Explaining details of various government initiatives such as Mudra Yojana, Annapurna Scheme, Dena Shakti, TREAD (Trade-Related Entrepreneurship Assistance and Development), Udyogini, Women Skill Training Programme, Samrudhi and Dhanasree schemes, the minister urged budding women entrepreneurs to make use of those schemes.
- “Our Udyami Aagu, Udyoga Needu programme is aimed at promoting entrepreneurship among the youths, he said adding: Karnataka is the first state to announce exclusive industrial parks dedicated to women in Mysuru, Dharwad, Kalaburagi and Harohalli.

10547. How solar pumps are restoring power to women farmers in Maharashtra
- Infamous for farmer suicides, Osmanabad district in the Marathwada region of Maharashtra is home to many women who struggle for land ownership after the death of their husbands. And farming is not easy for women and one of the most difficult tasks is watering the crop.
- They get power supply for the water pumps only after midnight and they have to do it themselves, taking all manner of risks. Even the midnight power supply is irregular. They have no source of income other than cultivation, and power supply is the only thing they need to keep their crop alive.
- But a few kilometres from Sarola, in Indapur village, Shubhangi Gore is worry-free. She is cultivating multiple crops and also experimenting with organic farming, thanks to the solar water pump she installed about a year ago under the State scheme.
- Mangal Waghmare from Latur district is an enterprising farmer in Bhoisamudraga village who has successfully created a niche market for the organic crops produced by local farmers. Wagh adds that almost all the women in the region are involved in agricultural activities while the men migrate to cities for work.
- The Union government had pointed to the feminisation of agriculture in the Economic Survey 2017-18, as a growing number of women undertake multiple roles as cultivators, entrepreneurs, and labourers. Solar pump schemes have definitely brought a ray of hope in their testing lives.

10548. MP govt to procure cow dung to produce fertilisers, says CM Shivraj Singh Chouhana
- Madhya Pradesh government is working on an ambitious idea to procure cow dung for making fertilisers and other products out of it.
- Chief Minister Shivraj Singh Chouhan said that nowadays several products like fertilisers, pesticides, medicines and other items, are made by using cow urine and dung.
- Chief Minister said this while addressing a convention of women veterinarians organised by the Indian Veterinary Association in Bhopal.
- He added that growth can only happen when society accepts the fact that cows and buffaloes are important gateways, and not just via government’s schemes and gaushalas. “As women have entered this sphere (veterinary science), I am sure that we will certainly succeed,” the CM added.

10549. Universal Pension Scheme to cover each beneficiary in Jharkhand
- In a historic move, on the occasion of Jharkhand State Foundation Day, Chief Minister Hemant Soren launched the Universal Pension Scheme in Jharkhand. Hereby, social security schemes have not only been simplified but also an open window is created to cover every eligible beneficiary with the pension scheme.
- Now, the compulsion to show APL/BPL cards has been abolished under the new rule. The needy beneficiary can show their voter ID card to register themselves.
- Every citizen above 60 years of age will now be covered. The said person should not be a taxpayer. Widows and destitute women above the age of 18 Years are eligible for the benefits of the pension scheme. Additionally, single women, above 45 Years, are entitled to pension benefits. The scheme proposes a benefit of Rs 1000 every month. A revolving fund of Rs 100Cr has been allocated for the Universal Pension Scheme.
- This pension scheme is being implemented through the Department of Women, Child Development and Social Security, Government of Jharkhand. Mukhyamantri Rajya Vridhavastha Pension Yojna and Mukhyamantri Rajya Nirashrit Mahila Samman Pension Yojna are the two components of the scheme.
- Under Swami Vivekananda Nishakt Swavalamban Protsahan Yojana any Divyang citizen of Jharkhand above 5 Years is eligible for the pension benefit. There is also a Pension Scheme for HIV/AIDS. Any eligible beneficiary can submit their application to the Block Development Officer (BDO) in rural areas or the Circle Officer (CO) in urban areas.

10550. Andhra Pradesh Government Spent Rs 1.07 Lakh Crore On Women Welfare
- A sum of Rs 74,022 crore has been transferred to the bank accounts of 3,43,17,182 women under DBT schemes like Amma Vodi, Kapu Nestham, Cheyuta, Aasara, Rythu Bharosa, Vahana Mitra, etc. A sum of Rs 1.07 lakh crore to over 4.48 crore women in the state under various direct benefit transfer and non-DBT schemes. Another Rs 33,737 crore was spent on 1,05,55,909 women through non-DBT schemes.
- Under the Amma Vodi scheme, Rs 14,000 is given to women every year for sending their kids to school. The number of school-going children increased to 73.06 lakh – a hike of 2.63 lakh.
- 60,919 women were provided jobs in the village and ward secretariats, which was 50.16 per cent of the total recruitment.
- The state Legislature passed the Criminal Law (Andhra Pradesh Amendment) Bill, 2019, and Andhra Pradesh Disha Bill, 2019, seeking amendments to the Indian Penal Code and the Code of Criminal Procedure for ensuring speedy justice and stringent punishment in cases of sexual offences against women and children.
- “We have appointed women police in village and ward secretariats for the safety of women. We are taking prompt action whenever there is crime against women. We have passed the Disha Bill, which is now awaiting the presidential assent,” the CM said.
