11682. Pentagon Report Flags China's "Dual-Use Biological Activities"
- China has engaged in biological activities with potential dual-use applications, which raise concerns regarding its compliance with the Biological and Toxins Weapons Convention (BWC) and the Chemical Weapons Convention (CWC), the Pentagon said in its recent report.
- Studies conducted at PRC military medical institutions discussed identifying, testing, and characterizing diverse families of potent toxins with dual-use applications, said The Pentagon's report titled Military and Security Development Involving the People's Republic of China, 2021.
- It also said that China is investing in, and expanding, the number of its land-, sea-, and air-based nuclear delivery platforms and constructing the infrastructure necessary to support this major expansion of its nuclear forces.
- Beijing is also supporting this expansion by increasing its capacity to produce and separate plutonium by constructing fast breeder reactors and reprocessing facilities.

11683. China firms up position along LAC: Pentagon
- The US Department of Defence has said that despite the ongoing diplomatic and military dialogue to reduce border tension, China continues to take incremental and tactical actions to press its claims at the LAC.
- A Pentagon report said China refused to withdraw any forces until India’s forces were withdrawn behind its version of the LAC. China also wants India to stop all infrastructure improvement in the area.
- The “Report on Military and Security Developments Involving the People’s Republic of China – 2021” claims that China is taking “incremental and tactical actions to press its claims at the LAC” and has built civilian villages between Tibet and Arunachal Pradesh. India was among more than half-a-dozen countries that China was riling with its aggressive behaviour, it said, while also mentioning Beijing’s problems with Vietnam, Japan and the Philippines.

11684. Human Rights Watch Calls For Immediate Release Of Chinese Journalist Who Reported On COVID
- Human Rights Watch (HRW), on Friday, asked China to immediately and unconditionally release activist Zhang Zhan, who was arrested early last year for reporting coronavirus pandemic in Wuhan-the epicentre of the global health crisis.
- Despite pleading not guilty, the 37-year-old was sentenced to four years in prison in December on charges vis-a-vis slandering of the incumbent Chinese Communist Party (CCP) administration. Since her detention, Zhan has held several hunger strikes, resulting in serious health deterioration.
- Slamming the Xi Jinping administration, the rights group said that the Chinese government needed to be held to account for “allowing yet another peaceful critic to fall gravely ill while unjustly imprisoned.” It is pertinent to note that the British Embassy in Beijing had earlier demanded the same along with several other rights groups.

11685. India extends support to Sri Lanka amid contaminated fertilizer row with China
- India has sent 100,000 kg of Nano Nitrogen fertilizer to Sri Lanka in the backdrop of the latter barring the use of contaminated Chinese fertilizers.
- Sri Lanka had barred Chinese organic fertilizer from unloading after it was found to be contaminated with bacteria, a development that has miffed Beijing which was quick to blacklist People's Bank of Sri Lanka in a quid pro quo move. The People's Bank is the second largest commercial bank in Sri Lanka.
- The Indian supplies reached on two Indian Air force Globemaster aircrafts on Thursday morning. The supplies were requested by the Sri Lankan Government. A release by the Indian high commission in Colombo said, "The deployment was essentially to support the Government of Sri Lanka's initiative towards Organic farming and to expedite availability of Nano Nitrogen Fertilizer to the Sri Lankan farmers".

11686. 32 nations to remove China from preferential tariff treatment on December 1
- China Customs has announced that 32 nations would no longer grant favourable tariff treatment to Beijing from December 1, even as an economist predicted that labour-intensive enterprises will face the brunt of the change, Taiwan News reported on November 3, 2021
- The reports cited a statement recently made by the General Administration of Customs of China (GACC).
- China has been accorded preferential treatment since 1978, and more than 40 nations have provided or continue to offer it duty-free status on some goods.
- China's low-margin, labour-intensive industries would be the hardest hit, potentially hastening the movement of manufacturing from China to other developing countries.

11687. China to continue Covid curbs amid overseas outbreaks: Top health official
- China will continue to implement strict Covid-19 control measures and a “zero tolerance” policy towards infections because it is necessary against the backdrop of the pandemic situation overseas and in neighbouring countries, a top health official said.
- “At present, the novel coronavirus’s spread around the globe, and especially in China’s neighbouring countries, is unstable and rampant, and the domestic epidemic situation remains complicated and severe this winter and spring,” said Wu Liangyou, deputy director of the national health commission’s (NHC).
- It effectively rules out any opening of the country’s borders to allow normal international travel from overseas in the foreseeable future. Wu did not name neighbouring India, but health officials have said all the recent outbreaks in China have been caused by the Delta variant of Covid, which was first detected in India earlier this year.

11688. Key Communist Party of China conclave next week set to endorse unprecedented third term for Xi Jinping
- A key conclave of China’s ruling Communist Party in the second week of November, 2021 is widely expected to pass a resolution on the major achievements besides “historical experience” of the 100-year-old party and pave the way for an unprecedented third term for President Xi Jinping.
- Mr. Xi, 68, holding China’s all three power centres — general secretary of the Communist Party of China (CPC), chairman of the powerful Central Military Commission, (CMC) the overall high command of the military and the Presidency — will attend the “high-profile party plenum” on November 8, a lengthy commentary by state-run Xinhua news agency said on November 6, 2021.
- Titled “Xi Jinping, the man who leads the CPC on a new journey”, the commentary said “a landmark document will be tabled at this important meeting — the resolution on the major achievements and historical experience of the CPC’s 100 years of endeavours”, it said.
- Politically, it is regarded as a key meeting for Mr. Xi who in the last ten years of his tenure in power has emerged as the most powerful leader after party founder Mao Zedong as he is widely expected to take up an unprecedented third term in office.

11689. President Xi Jinping votes in local body election as China showcases its brand of democracy
- Chinese President Xi Jinping, in a rare outing, cast his ballot at a polling station here to elect deputies to a local people’s congress as the ruling Communist Party in recent months highlighted its own brand of democracy, saying no country held a “patent” for a democratic political system.
- In recent months, China has stepped up attacks on the US’ democratic system, specially President Joe Biden’s plan to hold a summit of democracies next month as Washington seeks to rally countries with democratic systems.
- On November 2, Chinese Foreign Ministry spokesperson Wang Wenbin attacked the US, saying that democracy should be a right enjoyed by all peoples rather than a “patent” held by certain countries.
- Wang said the paths and modes of democracy in different countries should be suited to their own national conditions and development, and should be explored and developed by the countries’ citizens themselves.

11690. This Indian village on China border will be showcased on celluloid, here are some snaps
- Arunachal Pradesh will showcase a village on the China border to the world through a documentary.
- As a part of the year-long and nationwide celebrations of the 75th year of Indian independence “Azadi Ka Amrit Mahotsav”, the state government is organising a programme at Kaho in Anjaw district to publicise the village.
- Official sources said a 12-member team from the Department of Information, Public Relations and Printing, had left for Kaho from state capital Itanagar. It will reach Kaho, 580 km east of Itanagar by road, on 7th November, 2021
- Not many people know about Kaho and that is the whole purpose behind the publicity, he said. For the record, 11 Arunachal districts share their border with China and each has a village on the international border.
- A similar event was organised at Dipa village in the state’s Lower Siang district recently. In present-day Arunachal, the national flag was first hoisted at Dipa on August 15, 1947.
